Kick-off Seminar for the Forum for Democratic Communication

Friday, July 18, 2025

Since last winter, Media & Democracy and the Swedish Psychological Defence Agency have been collaborating on establishing a new national forum. The initiative, "Forum for Democratic Communication," has now held its inaugural seminar. "A day that left us wanting more," says Robert Olsson, Chairman of Media & Democracy and the project leader for its development.

What is the purpose of the Forum for Democratic Communication? "In short: to focus on how disinformation, influence operations, and hate and threats impact our democracy by targeting professional groups we call 'democracy bearers' with deliberate attacks."

The first seminar was organized in collaboration with Jonsered Manor at the University of Gothenburg. What was the theme? "To lay a foundation for the project's continuation through broad participation from various sectors of society, identify upcoming activities, and inspire new research proposals."

Which categories participated? "A wide array of representatives from relevant parts of society. Primary target groups are journalists, researchers, and elected officials, and they were amply represented around the table. But there were also representatives from other professional groups who in recent years have found themselves on the front lines of the consequences of deliberate disinformation; for example, civil servants in the public sector. Happily, the Directors-General from the Swedish Psychological Defence Agency and the Swedish Media Council, as well as a representative from the Government Offices, also accepted the invitation, which can probably be seen as further proof of the mission's importance and significance for the times we are currently in."

Any international participation? "Yes, the Director of the Icelandic equivalent of the Media Council participated and shared insights from Iceland's work on a national action plan concerning these issues."

Jonsered Manor uses a model based on extensive dialogue. Was the day characterized by much conversation? "Absolutely. There was an openness and honesty in the room that I believe can be linked to the model. No seeking of polemics or delivering talking points, but genuinely trying to contribute knowledge and experience."

What are the next steps in the forum's work and development? "To sort through all the notes from the day! As well as continuing planning for the autumn, where the project will participate by organizing a seminar during the Book Fair. We are also involved in the program council that will build an interesting program over four days under the umbrella of 'Yttrandefrihetstorget' (Freedom of Expression Square). And quite soon, we will consider a follow-up to the day in Jonsered and decide on a number of public activities. The day at Jonsered Manor left us wanting more!"

ABCs of the Forum for Democratic Communication

  • The project's purpose is to strengthen resilience against disinformation, undue influence operations, and hate and threats among the relevant professional groups, thereby strengthening democracy.
  • In addition to sharing experiences and knowledge, the project aims to stimulate concrete initiatives and ensure that researchers gain more accessible insight into the consequences that influence campaigns and hate and threats entail for society.
  • The Swedish Psychological Defence Agency is the financier.
